The Nigerian Bar Association (NBA) with support from the John D. and Catherine T. MacArthur Foundation hereby requests for proposals from qualified organisations for the development of a Project Website/ E-Media Platform for its ‘Promoting the Domestication and Implementation of the Administration of Criminal Justice Legislation across Nigeria’ Project.
The Nigerian Bar Association ‘NBA’ aims to strengthen the Nigerian criminal justice system and promote wide-spread criminal justice reform, by way of the state-level domestication of the Administration of Criminal Justice Act 2015 ‘ACJA’, to ensure uniformity in the administration of criminal justice legislation across Nigeria; and also promote the smooth implementation of the new criminal justice regime which the ACJA represents, by building stakeholders’ capacity across states.
The project seeks to improve the state-level adoption rates of the ACJA, which is a Federal Legislation that is currently domesticated in less than 10 out of 36 states and the Federal Capital Territory of Nigeria, and only applicable to states that opt to domesticate same into their laws. It further seeks to ensure that the innovations introduced in the ACJA are uniformly and independently adopted by all states of the Federation. The project shall be executed across the 6 geo-political zones: North-Central, North-West, North-East, South-South, South-East and South-West Nigeria.

5.0 Scope of Work:
Development of a Project Website/E-Media Platform with the following features, elements and functionality:
o Convey the Project goals, scope, activities and outcomes
o Identify and promote the Project Implementer (Nigerian Bar Association) and Funding Partners (John D. and Catherine T. MacArthur Foundation).
o Clean and contemporary design
o Easy navigation and user interfaces
o Functional and responsive website accessible across devices and browsers
o High-resolution Media Support
• Content Management:
o Interactive features to enable the receipt and dissemination of content and data from/to website users and contributors
o Blog platforms, E-Newsletter, social media integration and sharing tools, live streaming and live feed capabilities, events calendar/ diary
o Integration of existing and new third-party content and data e.g. NBA Website, John D. and Catherine T. MacArthur Foundation Website
• Backend Management:
o Full and user-friendly access by the Project Team and Website Administrator
o Analytics and lead generation
o SEO — Search Engine Optimization and security features (HTTPS) o Content and Data storage facilities.
o Unlimited e-mails.

7.0 Pre-Qualification Requirements:
• Company or Business profile and Organogram
• Certificate of incorporation or Registration with the Corporate Affairs Commission and particulars of Directors and Shareholders or Partners.
• Verifiable evidence of execution of similar jobs in the last five years
• Current Tax Clearance Certificate/Tax Identification Number (TIN)
• Recommendation letters from three (3) reputable and notable organisations attesting to satisfactory performance in similar projects.
• Total proposed cost of the development of the Project Website/ E-Media Platform
• Terms of Payment (Percentage payments pre and post-delivery of work)
• Validity period of the proposal (Not less than 60 days)
• Terms of Engagement (Warranties etc.)
• Proposed annual cost of Website/ E-Media Platform Maintenance (Three Years post-delivery).
All Technical proposals must be signed by duly authorised representatives of the organisation. All Financial proposals must be in Naira (NGN).
8.0 Submission of Proposals:
